PRC:SSP: Public Shopping List: Item is not searchable from Catalog (Doc ID 1641052.1)

On the Create and Edit Public Shopping List screens, no items are displaying in the Catalog search.

Expected Behavior
Items should return when a user performs a Catalog Search and user should be able to add items to the Public Shopping List.

Steps To Reproduce
The issue can be reproduced at will with the following steps:
1. Login to the Catalog Application.
2. Open Manage Public Shopping list page.
3. Create a Public Shopping List and click on Search Catalog.
4. Perform a Search and notice the search does not return any records.
