Cannot Login To Live Help Agent Console Due To Java.io Proxy Exception

Agents cannot login to the Agent Console due to the following error:
java.io.IOException: Unable to tunnel through proxy. Proxy returns "HTTP/1.1 502 Proxy Error ( The requested resource is in use. )"
