Goal

When a new user is set-up in Fusion the regional preferences are not in sync with the the Global Admin preferences. The user needs to manually change the regional preferences to match those at the Global Admin level. Site level preferences need to be applied to new users and the user needs to manually change the regional preferences to match those at the Global Admin level

Scenario:

New user is set-up in Fusion the regional preferences.
