Updating Customer Attachment Title Using File Import Is Leaving Initial Title Unchanged (Doc ID 1644711.1)

Symptoms

On : 11.1.7.0.0 version, File Import

ACTUAL BEHAVIOR
---------------
Updating Customer Attachment Title using File Import
Customer wants to mass update existing attachment title in the system via file import, but it is not working.

1. The CSV which is used for Import has the Title specified in it.
2. The attachment is imported successfully also.
3. Concerned query was run which confirmed that Import Code has successfully populated the MKT_IMP_ATTACHED_DOCUMENTS table also.
4. The title entry was also seen in the table entry.
5. This confirms that Import is supporting mass update of existing attachment title in the system
 
The updated title is not showing up in the Customer UI. It just updates the Physical file and updates the modified date and user. So from the analysis done till now, the bug seems to be in Customer UI.
Customer UI dev can confirm as from where they read the attachment title of attachments what Import Framework imports.
 
Import Framework Team says they populate the title as below:
1) if specified in CSV into MKT_IMP_ATTACHED_DOCUMENTS table and the file is checked into UCM with the same title as mentioned in CSV
2) If the title is not specified in CSV ,MKT_IMP_ATTACHED_DOCUMENTS table’s title columns is not populated as it is not mentioned in CSV but when we checkin the file to UCM,File name would be defaulted as Attachment Title.

EXPECTED BEHAVIOR

Attachment Titles should be updated when file import runs successfully.

BUSINESS IMPACT
-----------------------
Attachment Titles cannot be updated by using file import.
