If a user has their preferred language set to a language that is not the default, Oracle CPQ Cloud will automatically translate the menu, navigation, and system texts to the user's preferred language. However, Oracle CPQ Cloud will not automatically translate the display name or the description of the attributes or parts. This is something that an Admin needs to set up manually.
