Data upload stuck in Pending

When uploading data tables in a .zip file through the UI, the upload can sometimes get stuck. It appears as an upload that is in the "Pending" stage for longer than it should be. This problem is not frequent, but can occur occasionally when large amounts of data are being written to the database. When this happens, a lock can occur, which needs to be cleared before the upload continues.
