Require that the HCM extract detect and show deleted items.
The HCM extract that was to be pulling this information runs every 60 minutes. If someone enters erroneous data, and it is picked up by the extract then the 3rd party payroll application will contain the wrong data.
If a bank account which has been passed to the 3rd party payroll provider becomes deleted in HCM (erroneous personal payments methods are likely to be picked up with the extract running hourly), we need to send it's information to the 3rd party provider once again, but with a delete flag indicating that this bank account should also become deleted in the 3rd party application.
