Budget Load Failing with GL_BUDGET_ACCOUNT_INVALID (Doc ID 1666199.1)

Symptoms

While trying to load a budget via the ADFdi spreadsheet, the errors it produces indicates that the General Ledger accounts are invalid. After looking into the system and validated that the accounts were indeed valid and that our dynamic account insertion was working.

The budget ESS log reads as:

Budget data was not loaded into the cube because the data is missing for cube dimension members. Invalid account combination. Provide valid values to all the segments of the account combination associated with the ledger.
