Symptoms

On : 11.1.7.0.0 version, Manage Payments-Prepare and Record Payments

ACTUAL BEHAVIOR
---------------
Inactive Payment Methods are shown in the Payment Method drop down box when creating a Payment Process Request

EXPECTED BEHAVIOR
-----------------------
Only active methods should be displayed

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Payments
2. Submit Payment Process Request
3. Enter required field
4. Go to the Payment Method field, observe the values displayed

To avoid confusion and mistakes, only active payment methods should be displayed
