Symptoms

User is not able to add a contact with Effective Start Date in the future. Standard error message is displayed and for customer test case incident log ###

Steps To Reproduce
- Login as employee
- Navigate Personal Information>Edit My Details>Contacts
- Enter Contact Name, Relationship and Effective Date. System Date is 3/10/14 and entered future effective date of 3/12/14. Selected Save and Close
- Error message received
