Fusion Global HR: HCM Extract Process Is Going In Error

HCM Extract Process is Going in Error
After Defining all the steps as per the Configuration Guide Release5, the HCM extract process is submitted through Payroll Checklist. The method of delivery is via E-mail.
The Status of the process shows "In-progress with Errors"

The issue can be reproduced at will with the following steps:
1. Go to Navigator / Payroll Checklists / Submit a Process or Report
2. Submit the HCM extract flow
3. Go to results and see the error. Two subprocesses are erroring out: the one that extracts the actual data, and the one that sends it to BI Publisher
The issue has the following business impact:
