Why does Person Search by Name on the Person Management UI not return any results, whereas Searching by Person Number does.

Searching by name on the Person Management UI does not return any results however searching by Person Number does.
Running the Person Keyword Search ESS job does not fix the problem; followed the action plan described in - Fusion Global HR: Cannot find employees using Person Search in Fusion HCM after Data Load (Doc ID 1422254.1) which is to:
1.1. Run Person Keyword Crawler - Navigator>Scheduled Processes>Submit PersonKeywordSearch
1.2. Run Relationship Strength Calculator - Navigator>Scheduled Processes>Submit CalculateRelationshipStrength
1.3. Synchronize Person Records - Navigator>Scheduled Processes>Submit PersonSynchronization
1.4. Refresh Manager Hierarchy - Navigator>Scheduled Processes>Submit DenormHrchyFullRefresh
1.5. Retest person Search in Fusion HCM
This has NOT resolved the issue.
Users should be able to Search for Employees using the Employee Name and are able to search using Employee Number.
