Job Distributor is Unavailable in List of Suppliers or Button New... Is Not Available to Create a Job Board Account (Doc ID 1677767.1)

There is no New... button available in Configuration > Recruiting - Administration > Job Board Accounts.
When creating a new Job Board account, the desired Job Distribution supplier (eQuest, Broadbean, Multiposting) is not available in the list of Suppliers.
