Symptoms

Fusion Cloud CRM 11.1.7 - BI access down for all users after patch


One off fix for BUG  18719636   on this POD causes a further error for all users/all analyses


ERROR

State: HY000. Code: 10058. [NQODBC] [SQL_STATE: HY000] [nQSError: 10058] A general error has occurred. [nQSError: 43113] Message returned from OBIS. [nQSError: 43119] Query Failed: [nQSError: 17001] Oracle Error code: 28000, message: ORA-28000: the account is locked at OCI call OCISessionBegin. [nQSError: 17014] Could not connect to Oracle database. (HY000)

Steps:
1. Users encounter very slow anayses/performance is degraded
2. Log files suggest through the error that BUG 18719636  exists on the POD, and a one off fix is supplied
3. After the patch is applied all users/all analysis show the above error

Business Impact : Production users unable to run any analysis/report at all
