Benefits Element Entries should not get end dated and created again after a new life event is occuring.

The following enhancement request has been raised 18921248 to have this functionality built in Fusion HCM.

The issue can be reproduced at will with the following steps:
1. Benefits --> Enrollment. Search for the employee for whom benefits needs to be enrolled.
2. Employee New Hire event occurred on 01-Jan-2014. Employee is enrolled in a Medical Insurance Plan with Options: Employee, Spouse, Child 1-3.
3. Birth of Child life event occurred on 01-Feb-2014. Try to enroll the child from 01-Feb-2014. All the options are getting end-dated on 31st of Jan and again getting enrolled on 1st of Feb, along with Child option.

Due to this issue, there will be a problem in payment for the employee as the amount is getting prorated unnecessarily.
