CRM On Demand User Unable to Change Solution’s Status to Approved: Error SBL-ODS-00291

Information in this document applies to any platform.
When users with a particular role are attempting to change Solutions status to Approve, although they have full rights to the Solution object through both the Role & Access Profile, they get the following error: "You do not have permission to change the Status or Published fields SBL-ODS-00291"
