On : 11.1.7.0.0 version, Manage Benefits

ACTUAL BEHAVIOR
---------------
Evaluate Life Event Participation ran without being scheduled completes with Report.
Evaluate Life Event Participation which were scheduled completes without a report.

EXPECTED BEHAVIOR
-----------------------
expect to see the report for each scheduled run

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Navigator -> Evaluation and Reporting work area.
On the landing page, scroll down to "Monitor Process Request". Hit Search.
Locate and expand the Evaluate Life Event participation name in finished status.
Select one of Evaluate Life Event participation process in completed status
log icon is available but Report Icon is missing
