ISSUE STATEMENT

When running report for CSV output where all columns are populated the headings in the csv output will be in the order in which they are selected.
However, if the first row of the output has a column which contains null value, then the order of the column heading becomes different. On top of that, if all rows have null value for a column, the column is not shown in the output at all.
STEPS

The issue can be reproduced with the following steps:
1.Run a BI Publisher report to CSV output
ACTUAL BEHAVIOR
-------------------------------
The order of the Column header changes dependent on whether or not a NULL value exists in the first row of the output
EXPECTED BEHAVIOR
-----------------------------------
The Column header should display consistently regardless of the content of the first row
