Inconsistent Wording In Goal Management - "save" Vs "submit"

When logged in as a manager and creating goals for direct reports, the words "save" and "submit" are often mixed, but the actions performed by clicking buttons seem to be the same, while save and submit do mean different things when creating goals as an employee and also mean something different in performance (documents). This is causing a lot of confusion for our client since we can't give them a clear description of the difference between save and submit throughout the system.

Is it possible to use these terms more consistently?
