Incorrect ITD Targets When Participant Start Date Is Later Than Performance Measure Start Date (Doc ID 1904342.1)

Symptoms

We have a Performance Measure with default ITD targets.

The ITD targets are stored as expected for participants that are assigned to the plan
as of the start date of the Performance Measure, but are stored incorrectly
if the participant starts at a later date.

For example, the Performance Measure has default ITD targets :

  5000 for period 2014003, 5000 for period 2014006, 5000 for period 2014009 and 5000 for period 2014012.  

For a participant who starts on the plan on the 1st day of Q2 (2014004), the PTD
and ITD targets are stored as follows.

causing incorrect calculations for commissions.
