Rehire Action Unavailable For A Pending Worker When Creating Work Relationship (Doc ID 1905182.1)

Symptoms

Problem Statement
------------------------------
When a terminated employee is rehired by Creating a Work Relationship, the action of Rehire is only available is the terminated employee was originally hired using 'Hire an Employee'. If the terminated employee was originally converted from a pending worker, then the action of Rehire is not available when creating a work relationship for them after they have been terminated.

This means that HR Administrators have to rehire terminated employees who were originally pending workers through 'Hire an Employee', wait for the duplicate check to kick in and then select the person to rehire them.

Steps to Reproduce
------------------------------------
1. Navigator > Workforce Management > Person Management
2. click Advanced search
3. select the Include Terminated Work Relationships checkbox.
4. To rehire them, we need to create a work relationship for them.
  Click Create Work Relationship in the left Task pane.
5. Select the Actions lookup.
6. Notice that there is no action for Rehire.
