Eligibility Profile assigned to Absence Plan does not restrict ineligible employees (Doc ID 1907706.1)

An Eligibility Profile has been created, which allows only female employees.
This Eligibility Profile has been attached to an Qualification Absence Plan. However, even male employees are able to record an absence for this Absence Plan.

The expectation is that Only female employees should be allowed to record absence for this Absence Plan.

The issue can be reproduced at will with the following steps:
1. Create Eligibility Profile with only one Eligibility Criteria:
    Personal -> Gender -> Female
2. Attach the Eligibility Profile to an Absence Plan of type "Qualification". This Absence Plan should also have a related Absence Type.
3. Navigate to "Manage Absence Records", click on the "Add" button.

On the absence type LOV dropdown, the employee is able to view the absence type (which is associated with the Absence Plan to which the Eligibility Profile is attached).
Attempt to record an absence. Employee is able to record an absence at this point.
