TCB: Netchange Setup Has No Effect

Information in this document applies to any platform.
The Net-Change setup was run on TCB. However even after it ran the errors that it were expected to be fixed still occurred.
A closer look shows that the TCB has multiple Net-Change scripts with the same name and same installation date.
