Symptoms
On : 11.1.7.0.0 version, Manage Budgets-Define Budget Components
When attempting to load budgets via Budget Upload Interface, the Validating Budget Data process ends in error.
ERROR

The log file for the Validating Budget Data process shows the following:
Budget data is not loaded to the cube because of prevalidation errors in the import data. Review the error messages, correct, and reload the data.

Printing the error messages for the invalid rows

Error message: 1:
Error message: 2:Budget amount is required.;
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Generate the budget data using the Budget Upload Interface template
2. Run the "Validate and Upload Budgets"
3. The process ends in error.
