Symptoms
On : 11.1.8.0.0 version, Manage Benefits
When attempting to process an Open enrollment LE in Benefits Service Center,
the following error occurs, which refers to an element.

The issue can be reproduced at will with the following steps:
1. Navigation: Benefits > Plan Configuration > Rates & Coverages
2. Query for plan name
3. Mark the 'Element and input values required' checkbox
4. Navigation: Benefits > Enrollment > enter employee name
5. Benefits Service Center page will open> Go on Tasks > Benefits Enrollment > Process Open Enrollment
If the option 'Element and input values required' is unchecked then no error occurs on enrollment.
