Import Of Customers In Japanese Characters Is Successful But Csv Log And Export Fields Not Well Formatted

Symptoms

On : 11.1.8.0.0 version, File Import

ACTUAL BEHAVIOR
---------------
Import of customer / accounts with name in japanese is sucessful , but logs of (successful) import and export of Account produces a csv file with wrongly formatted japanese characters

EXPECTED BEHAVIOR
-----------------------
The logs csv file and export output files should contain well formatted japanese characters

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup and Maintenance > Manage file import activities > setup and submit a Account bacth import by using a csv file (character set is UTF-8)
2. Note that import is successful and customer name is well displayed in japanese
3. Notices that generated log (csv file ) in scope of successful import does not display customer name with right japanese characters
4. Sames issue is present when exporting accounts or parties to get information of these imported customer in csv files
