Unable To Update Employee Records In Manage Person UI After FBL Upload (Doc ID 1911138.1)

After uploading person information into Fusion via File Based Loader (FBL), when attempting to update the person in Manage Person an error occurs:
PER-1531359 - No user account exists for this person

This error occurs because the process to sync the Fusion data to LDAP failed and the person records never made it into Oracle Identity Manager (OIM) and therefore no user account exists.

In the Manage Person UI, the User Details Information section shows error:
The value <email address> for attribute mail is not valid. Please enter valid value for attribute mail.

In the PER_LDAP_REQUESTS table the errored records can be seen with the same error message.
