Fusion Performance Management: Incident Error Message On Participant Feedback (Doc ID 1911141.1)

Symptoms

On : 11.1.8.0.0 version, Manage Worker Performance

An incident error is thrown when participant attempt to provide performance feedback.

An application error occurred. See the incident log for more information.
An application error has occurred. Your help desk can use the following information to obtain a more detailed description of this incident: 131, Server Domain: HCMDomain, Server Instance: TalentManagementServer_1, Application Name: HcmTalentApp

Base error was 

HCMDomain/servers/TalentManagementServer_1/logs/TalentManagementServer_1-diagnostic.log] Detected reuse of component instance with scoped id ":pt1:USra:RAp1:r3:qryId1" as it is already attached to the parent with scoped id ":pt1:USra:RAp1:r3:pgl1", whereas its expected parent has a scoped id of ":pt1:USra:RAp1:r1:pgl1". This error could occur when the component instance was retrieved from the component binding. If it helps the expression set on the binding attribute is "#{TMPersonAndDocRegionalSearchHandlerbean.regionalAreaQueryComp}".




STEPS

The issue can be reproduced at will with the following steps:
1. Create performance template with previous manager as a participant
2 Create performance document
3. Invite previous manager to provide feedback
4. Previous Manager opens the notification - and goes to the Performance Document
5. Goes to the Competency Page; no issue
6. Goes to the Goal Page; incident error thrown.
