Unable To Inactivate Default Expense Report/Change Expense Report Template

Information in this document applies to any platform.
In the Manage Expense Reports area, an expense template has been activated as the default template. This is not our desired configuration, and cannot be undone through either deleting or end-dating the template.
Please advise on how to change this configuration and enable all active expense report templates for selection.
