Life Events Not Triggered For Inactive Employees Enrolled In Retiree Benefit Program

Life event triggers are not working for Participants that are Inactive Employees that are also participants in the Retiree Benefit Program.
One example is Date of Death, which should be triggered when a date of death is entered for the person. This trigger functions as expected fro an Active Employee participant enrolled in the Active Employee benefit program, but does not trigger for the Retiree.
Another case where a Marital Status Change trigger based on changing from one specific status to another. Works perfectly for the Active employee enrollments, but does not work for the Retiree Program participants.
Due to this issue, life events are not automatically detected for the retiree participants based on person data changes.
