Fusion Applications BI - custom BI Catalog Folders Not Visible / missing / lost In BI Publisher After Upgrade (Doc ID 1914259.1)

Symptoms

Fusion HCM Cloud 8.5 REL85UPG - Folders no longer visible after upgrade

Test instance was upgraded to 8.5.
In BI Publisher, logged in as user xxxxxxx who has BI Administrator role, the folders yyyyyyy and zzzzzzzz are not visible while in Production they are visible.
These folders were created by us under /shared/Custom/customfolder1/

Steps:

Log into Test instance BI Publisher as a user with administrator role and try to navigate to the folder
Shared Folders/Custom/customfolder1/customfolder2
Shared Folders/Custom/customfolder1/customfolder3
