Act As Proxy Manager: Workforce Compensation Tasks Are Not Available

On : version, Manage Compensation

when user act as proxy manager, it doesn't have access to the tasks that allow to publish the budget.

Expect user to see the tasks.

The issue can be reproduced at will with the following steps:
1. Login to Fusion Application.
2. Navigator - Compensation - Workforce Compensation - When user act as Proxy, task are not displayed.
