Symptoms

In 2014 R1 running Configure SOAP API call with a valid, Web Services-generated session ID receives an error message:

 
detail not found for flow rule: id=16321980, name=flow2, refId=15763913,
ruleType=6, varName=flow2, refType=4
com.bm.xchange.util.BMSystemException: Could not determine the user agent
since cannot get hold of a request or session
