Benefit Relationship And New Hire Life Event Are Not Being Created When New Hire Is Entered

On : version, Manage Benefits

New hires are being entered through UI. No Benefit Relationship is Created. The new hire life event should be detected, but no life event is being detected. This was working properly before, but is now broken in Stage. Production is working fine. This started occurring just this week in Stage.

Expect system to trigger new hire LE and create benefits relationship

The issue can be reproduced at will with the following steps:
1. Create new Employee through UI
2. Benefits Relationship is not created
3. Life Event is not triggering
