Change Manager Action Invokes Manage Employment Approval But not Change Manager Approval

The ChangeManager approval rule has been configured, so that it requires approval from the user's manager, and from HR. However, when the user tries to change manager from Manage Employment, the approval workflow that is used is the Manage Employment workflow, not the Change Manager workflow. Expect that the Change Manager task will use the Manage Employment workflow.
1. Setup and Maintenance > Manage Approval Transactions for Human Capital Management > Change manager > Configure.
2. Setup the approval rule, and commit the change.
3. As an employee, go to Manage Person > Search for person > Manage Employment > Action > Change Manager.
4. Review the transaction. The approval workflow tree shown is for Manage Employment Approval, not Change Manager approval.
