Errors if changing the hire date while converting the pending worker to employee (Doc ID 1919836.1)

Symptoms

On : 11.1.8.0.0 version, Manage Workforce Lifecycle

Pending Worker Conversion Issue : When converting a pending worker to an employee, if the user changes the hire date to be different from the original proposed start date of the pending worker record, then an error is encountered.
Error details are given below: (using example proposed start date = 11-May-2014)

Error

If start date is changed to future date 5-12-2014 (12-May), users get following error:

The worker does not have valid assignment data as of the effective date 2014-05-11 (CMP-1005126). The assignment information may be inactive or ended


If hire date is changed to past date 5-10-2014 (10-May), users get below error:

The start date of the work relationship is earlier than the start date of the person record. (PER-1531402)


Steps To Reproduce
1. Navigator > New Person > Convert Pending Worker
2. Change the hire date to future date, get the reported error for that case.
3. Change the hire date to past date, get the reported error for that case.
