Fusion Applications OTBI : Accessing OTBI folders results in hangs when usernames include 'accented' characters

 When working to build an analysis in BI Answers and accessing a folder within a Subject Area there may be instances in which access to the folder appears to hang, with a'blinking' icon against the folder.

If the nqquery.log is reviewed at the point that the folder is accessed then there will be evidence of an authentication error during the connection attempt to the appropriate AnalyticsBroker component :
