Unable to Assign Live Help Department to Agent

We needed to remove a department from all users. However, our management staff needs to run reports based off of the department. The department was "removed" (all users unassigned to it). Now the department shows in the available to departments to assign, however it is un-modifiable/not able to be assigned to the management users that need to run some reports.

Can we have this account department recovered, but not assigned to anyone other than users we request?
