Fusion Cloud - Can't Alter Effective Start Date On Contact Relationships

When attempting to move a contact's start date further back in the past, the user gets the following error. "Changes to the person's contacts exist before the proposed start date of the work relationship (PER-1531409)" Due to this issue, users cannot change dates, and the customer plans to make this data available during self-service. Issue is occuring in a live production instance. The issue can be reproduced at will with the following steps:
1. Log in as an HR specialist.
2. Search for, and select, an employee.
3. Find an active assignment contact.
4. Move the contact's date back further in the past but later than the assignment's start date.
5. Confirm the above error.
