Data Mismatch Issue After Exporting General Plan Worksheet (Worksheet Download)
When the worksheets are downloaded, the first employee is replaced in the download with the very last employee (who is listed twice).
EXPECTED BEHAVIOR

Expect download to work correctly
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Navigator > Compensation > Workforce Compensation > Manage Plans > Worksheet > Export to excel
2. Missing worker in the worksheet download report
3. Some workers are repeated twice in the worksheet download report
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use the export to excel functionality.
