Symptoms

HCM Extract input parameters are not getting picked up at run time.

Have a requirement where need to run specific HCM Extract based on adhoc request using person numbers as inputs to extract program. Since HCM extract supports n number of input parameters (verification needed to confirm whether there is any limitation for input parameters), how ever those parameters are not getting picked up at run time.
The parameters for that specific flow can be seen in PAY_FLOW_PARAM_VALUES table.

The business requirement is to transfer data from Fusion to other systems via a Webservice call.
The webservice used from middleware to call HCM extract program is "Flow Action Service"
In the future, 100 person numbers will have to be passed as parameters into the extract.
For testing purposes, 10 have been passed, yet the system will only take 4.
