User Person Types are not working in eligibility profile

Client added 2 User Person Type to an eligibility profile and have assigned it to an ICD. When Client finds an employee who should not be eligible for the compensation and click Award Compensation, the Car Allowance is displayed even though they should not be eligible for it. It appears the profile is looking at the system person type and not the User person type
