Financial Reporting Studio Does Not Open After Installing Patch. Error "Run-time error '-2147024770 (8007007e): Automation error The specified module could not be found"

Symptoms
After installation of new Financial Reporting (FR) Studio patch, the FR Studio does not initialise on 32-bit machines and returns the following error:
Run-time error '-2147024770 (8007007e): Automation error The specified module could not be found.
On Windows 7 64-bit, the application initialises, but when trying to access reports the following error appears:
System Error H80040111 (-2147221231). ClassFactory cannot supple requested class.
