Error When Creating a New Candidate: The following username already exists in the database (Doc ID 1930766.1)

Symptoms

Users may experience the following error when trying to create a new candidate in the Recruiting Center.

If the Recruiting User continues to click Save and Close button, the number indicated is going up by 1 every click. Eventually, saving is successful.
