Symptoms

When attempting to login EnterpriseTrack:

The Message - System is in Reconfigure Mode. Please contact your System Administrator

Changes

 Certain configuration changes can only be made in Reconfigure mode, changing the mode is a manual process that can only be performed by the System Configurator.  This is the instantis_sa login ID (versions up to 8.7) or the sys_admin login ID (versions 9.0 and higher.)
