How can we prevent Live Help chat invites from showing to certain users?

We are currently piloting an ad campaign within our chat environment were customers receive a drop down advertisement once they have been on our rate list menu page for 15 seconds. We also set up a control rule for this and have it set to 10% of the population. Is it possible to put everyone within the HQ network in the control group?
