Custom Fields Not Working On Accounts and Contacts After Release8 Upgrade (Doc ID 1933223.1)

Symptoms

On : 11.1.8.0.0 version, Functional Setup Manager

ACTUAL BEHAVIOR
---------------
After upgrade to release 8 in production in scope of Account and Contacts (at least)
custom field are not visible in UI

EXPECTED BEHAVIOR
-----------------------
Should be visible in UI as it was the case at Release 7 level.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator > Accounts > Edit or create accounts
2. Cannot see any custom field
3. The same for Contacts

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot cannot manage any custom fields after upgrade to Release 8 as it was possible at Release 7
