Function Debugger Loads Indefinitely When Trying to Save Or Validate in a Commerce Library Function

Symptoms
When trying to using the 'Save', 'Run', or 'Validate' actions on a Commerce Library Function, the loading screen loops indefinitely. When checking the Mod Security error log located under Admin > Error Logs > modsec_debug.log, there will be an error message similar to:
