Classic Insight: Most Users Cannot Open an Insight Report Due to a Permissions Error

Symptoms

When the user who created a custom report runs the report in Classic Insight, there is no error. However, when another user attempts to run the same report, they receive a brief error mentioning permissions, followed by this error:
