Fusion PIM: Online Changes To Item Revision EFF's Do Not Always Require A Change Order (Doc ID 1937948.1)

ACTUAL BEHAVIOR
---------------
For an item with multiple item revisions. having defined item rules for change control. Every change to EFF’s should be placed on a change order because it must be approved. This is not happening.

EXPECTED BEHAVIOR
-----------------------
All EFF changes over multiple revisions should trigger COs

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have an item with multiple item revisions.
2. Define item rules for change control. Every change to an EFF’s should be placed on a change order because it must be approved.
3. The current revision is 002. Make changes to this revision, the item rules for the change order are not triggered and the change is saved directly to the production table.
4. When revision 001 opened and a change made, the item rules are triggered and a change order must be created.
5. When opening revision 003 (future revision), the item rules for the change order are not triggered and the change is saved directly to the production table. This is not correct. The item rules should always be triggered when a change made to the item revision EFF’s.
Test cases:
1. Online:
  a. Change to revision 002 (current revision): No change order => Failure
  b. Change to revision 001 (previous revision): Change order => Success
  c. Change to revision 003 (future revision): No change order => Failure
2. Import:
  a.Change to revision 002 (current revision): Change order => Success
